This management committee is the country's first village-level municipal management committee. In 2020, the garden was given a new identity as a "small city in the village" and was selected into the fourth batch of small city cultivation pilot list in Zhejiang Province, and the management committee came into being. A rural area in Zhejiang, with the "big housekeeper" of urbanization construction management, has become one of the most concerned explorations in the three years of the pilot project.

In the view of Pan Yigang, vice president of the Provincial Development Planning Research Institute, Huayuan Village has piloted the establishment of a management community such as the municipal management committee, upgraded the public service innovation, co-construction and sharing mechanism, and expanded the industrial agglomeration of capital, manpower and other elements, taking a new path of people-oriented new urbanization and comprehensive rural revitalization.
Selection of new stewards


At the construction site near Jiulian Community in Huayuan Village, Shao Hongjie and several responsible persons of the municipal management committee enthusiastically discussed "the comprehensive underground pipe network only in big cities". After decades of development, the underground pipe network of the garden has been merged twice, and the old pipes have to be "retired" one after another; the village has an area of 12 square kilometers, 65000 permanent residents, 3035 individual industrial and commercial households and enterprises, and the demand for water and electricity is increasing-it is time to upgrade the pipe network.
Municipal engineering is the hardware foundation of urbanization. The garden is in urgent need of a specialized agency for integration, standardization, modernization and management.
In 2020, Garden Village will set up a municipal management committee with seven departments, including an office, a planning and construction management office, and an electrical management office. "Various departments can set up and adjust according to actual needs, and can mobilize the village people's mediation committee, joint defense corps and grid members." Guo Jinwu, deputy secretary of the party committee of Garden Village, introduced.

All staff members are selected from the villagers, especially the person in charge, through recruitment, registration or recommend, visits and understanding, and discussions by the village party committee. Shao Hongjie originally contracted projects in various parts of Jinhua and came back voluntarily "if he wanted to do something for the village". Guo Guohua, a village electrician with more than 30 years of experience, is now in charge of the electrical management office. Hui Xun, the former party secretary of Jiulian Natural Village, is a good hand in dealing with conflicts and disputes, and is also in charge of the environmental health management office and the supervision office. After 85, Ma Jiangwei did nursery business, responsible for the "professional counterpart" of the Greening Management Office... This management organization, which is closely related to all the villagers, does not have a civil servant.
"Garden Village is developing too fast. We are learning by doing." In the past 20 years, the water consumption of garden village has increased by 50 times, reaching an average of 10000 tons per day. Shao Dakang, who was in charge of information management in the village, was transferred to the water supply management office to preside over the intelligent water supply project to ensure the stability of water supply by digital means.



Three years of pilot, the garden village municipal construction has a big leap. In 2022, Jinshan Lake, which has invested more than 3000 million yuan in the renovation of the village, has now become a good place for villagers to enjoy water and leisure; the people's Sports Square, which was put into operation in November 2022, is already one of the most popular public places in the local area; in 2023, Jixiang Lake has been dredged and has become one of the most popular "check-in points" in Dongyang......

According to Ma Wende, director of the Garden Group Advisory Committee, a large part of the reason for the lag in rural infrastructure is planning. The pilot project of "small cities in village areas" brought gardens into the scope of urban planning and management in Dongyang City, enjoying the same policies as urban planning, while the municipal management committee let comprehensive planning fall to the ground quickly, releasing the autonomous power of village-level organizations, and giving garden people a sense of happiness and achievement.
Retaining the new villagers
In Qinglong Community, Huayuan Village, dozens of Zhejiang-style houses have just finished painting their exterior walls. The owners of several of these houses are new villagers who have just moved their hukou to Huayuan Village and enjoy the same treatment as the villagers in their own village.
For a long time, the large-scale one-way flow of rural labor force to the city, rural aging, hollowing out and other problems are prominent, behind the lack of rural public service supply and other reasons. However, in a strong village like Huayuan, villagers can enjoy 31 benefits such as housing subsidies and medical reimbursement. They also have their own troubles-if the treatment of the foreign population and the villagers is different, it will be difficult for people to stay.

"We should attract more people who make cakes, not fewer people who divide cakes. This is the proper meaning of common prosperity." Shao Qinxiang, secretary of the Garden United Party Committee, secretary of the Huayuan Village Party Committee and director of the village committee, said that this is exactly what Huayuan Village has been trying to solve in the three-year pilot project.
In June 2022, a notice from the two committees of Huayuan Village triggered a heated discussion: Anyone who buys commercial housing and other housing in Huayuan Village and moves in the hukou (agricultural hukou) can enjoy the same treatment as Huayuan Village villagers. And previously settled in the garden village, mainly the introduction of talent.
This is seen as the Garden Village version of the household registration reform.

"The garden makes us feel more and more at home." Jiang Rong, a new villager who started his business in Huayuan Village for 14 years, did not hesitate to move his account after seeing the notice. Now he has also lived a "garden day" of receiving oil, rice, egg and meat every month ". Her daughter attends Garden Foreign Language School, and her tuition is halved; her son attends Garden Nanshan Kindergarten for free.
In Pan Yigang's view, Garden Village relaxes the conditions for settlement, clearly enjoys the same treatment, and organically superimposes the advantages of the city and the village's collective economic system, making it more attractive.
"Can you imagine a village with KFC, Lucky and Overlord Chaji?" Zhang Wei, a new villager, said that the increasingly prominent quality life circle in the garden was also one of the reasons that attracted him to settle down. These enterprises are selected by indicators such as the flow of people and the prosperity of the business district, which is enough to prove the popularity of the garden.


During the three-year pilot, the Garden has continuously improved the supply of social and livelihood services: further upgrading the educational hardware base of the Garden Foreign Language School and the Garden Senior High School; building a new Garden People's Sports Square with football, basketball, badminton and other venues; and the Garden Tian Hospital has recently been identified as a second-class A orthopedic hospital ...... With such a complete set of public services, it is also rare at the village level nationwide.
Today, Huayuan Village attracts more than 50000 migrants all the year round, which is 3.33 times the population of the village; a total of 297 people have settled down, of which 60% are new villagers in 2023, and the growth rate of the registered population that year was 1.25 percent.
Development of new energy levels
On the desk of Shao Xujun, deputy secretary of the Party Committee of Huayuan Village, the reporter saw several new plans: an investment of more than 520 million yuan to build a third vegetable market, an investment of about 6 million yuan to build a new garden cultural activity center, and a new garden "city living room" The preliminary plan invested hundreds of millions of yuan.

Where does all this money come from? This may be a problem that any village has to face. "'Village small cities' pilot, the village collective economic income, the village's industry is the key." Provincial Development and Reform Commission, the relevant person in charge of the town office bluntly. Shao Xujun "revealed the secret": the garden group is responsible for the large amount of investment in the village and the relatively long return period; If the amount is small, the period is short, or if there is a certain profit, the village collective shall be responsible.



Over the past three years, the garden's economic indicators have steadily improved. The five leading industries of biology and medicine, new energy and new materials, mahogany furniture and wood products have developed steadily. In 2023 alone, 7 provincial-level specialized and special new small and medium-sized enterprises, 1 national high-tech enterprise, and 2 provincial-level enterprises will be added. Research Institute, 1 provincial-level intelligent factory (digital workshop) and 12 provincial-level new products. In 2023, the village realized operating income of 72.5 billion yuan, an increase of 10.69 over the previous year. The per capita annual income of villagers was 176000 yuan, an increase of 6.67 percent over the previous year. This year, the village's infrastructure investment reached more than 7500 million yuan, and the total welfare expenditure was more than 8200 million yuan.
However, in the increasingly fierce competition in the business environment, the "short board" of the garden is only a village is becoming more and more obvious. "Villages to attract investment and compete with other towns cannot compare with policies and financial funds, but only with regional energy levels." Ma Zhihua, vice president of the garden group, said.
The three-year pilot has greatly improved the regional energy level of the garden.

The tailor-made new concept of "small village city" shows the special positioning of the garden "far more than just a village. In 2021, the garden was selected into the province's beautiful town construction model list. In 2022, it was selected as the first batch of pilot villages for future rural construction in the province and was successfully named. Dongyang City focuses on the construction of "one district, one town, one village" three common prosperity unit, "one village" refers to the garden village ...... Behind these major projects, there are rich resource elements to support.

The Spring Festival is approaching, and the passenger flow of Nantong Home Textile City, a garden located in Jinshan corner block of Garden Village, is endless. As can be seen from the name, this market is mainly introduced from Nantong, Jiangsu, which lengthens the original mahogany furniture industry chain in the garden. With the collective economic contribution of Huayuan Village, more than 120 stores were rented by villagers in the first batch. With three-year rent-free and other concessions, more than 20 well-known national brands such as Hengyuanxiang, Bailin Home Textiles and Mingchao Home Textiles were attracted to settle in.
"Garden development of home textile industry, with resources, location, management, brand and other advantages." Mingchao home textile responsible person Hu Mingliang said. Not far away, it is the mahogany furniture city built by Garden Group with an investment of more than 5 billion yuan, and the international logistics center of mahogany industry with a collective economic investment of more than 100 million yuan......

To prosper the village, to prosper the village. The good ecology and environment of benign interaction between industry and location attract more people, logistics and capital to the countryside. "The organizational system of the village, the function of the town, and the form of the city", with the deepening of urban-rural integration, Huayuan Village has become a place that more and more people yearn.
